| In 2008, the scope of the ABACCUS report was expanded to address commercial and industrial consumers in addition to residential consumers. The two ABACCUS reports identify successful markets and explain the policy choices that led to those successes. |

According to the 2008 ABACCUS reports, retail choice for commercial and industrial consumers is thriving in many states and provinces because well-designed and structured electric markets foster the introduction of numerous product offerings and services that were not available in regulated electric markets. The reports identify Texas and New York as leaders in the US and the province of Alberta as a leader in Canada.
In a December 10, 2008 press release, ABACCUS advisor Pat Wood, III stated:
Here in Texas, our measured, phased-in approach to competition in the electric industry has worked to the benefit of customers. Customer engagement and product innovation, coupled with our robust power infrastructure, balanced customer protections, and active market policing have all served Texas well in these volatile times.
