The Annual Baseline Assessment of Choice in Canada and the United States (ABACCUS) gauges progress in the implementation of retail electricity choice (direct retail access) in North America. ABACCUS provides a scorecard on the progress of the states and provinces in electricity restructuring and market reform. There is a growing recognition that the goal of electricity restructuring is individual consumer choice. With choice comes greater product and service differentiation, innovation and technological change, and better mix of prices and service.
